Anniversary ideas that are not dinner again
Most anniversaries default to a nicer version of a normal evening. Here is how to mark one so it is actually distinguishable from the other 364.

The standard anniversary is a slightly more expensive dinner. It is not bad. It is just indistinguishable from any other good evening, which means in two years neither of you will be able to place it.
What makes an anniversary stick is not cost. It is having one element that could not have happened on a normal Tuesday. Everything below is a way of manufacturing that element cheaply.
Repeat something instead of upgrading something
Go back to the first place, order what you ordered, sit where you sat. It works because it is the only evening of the year where the comparison is the point, and a nicer restaurant has no comparison built into it.
If the first place has closed, which it often has, go to where it was. That is somehow better, and it produces a conversation you would never otherwise have.
The same logic extends past restaurants. The walk you did, the film you saw, the terrible flat one of you was living in. Anything with a before-and-after attached does more work than anything new.
Write the thing down
One page each, exchanged at the end of the night, not read aloud. It takes twenty minutes and it is the part people still have a decade later, when they cannot remember a single meal.

Not reading them aloud matters. Reading aloud turns it into a performance and people write for the performance. Written to be read privately, an hour later, people write the true version.
Keep one thing unexplained
A detour without saying where. A stop you did not mention. Not a whole surprise evening, which mostly generates anxiety in the person being surprised, just one unexplained turn.
The small mystery does more than the big one precisely because it does not require anybody to react. Nobody has to perform delight about a detour.
What to skip
The surprise party, unless you are certain. The gift that is really about the relationship rather than about them. And any plan that requires the day itself to go smoothly, since anniversaries land on weekdays more often than not and exhaustion is the usual state.
The test for whether an anniversary worked is simple. A year later, can you both place it. Dinner fails that test almost every time, and it is the only test that matters.
